Jim,
Tim Rowe has some good points, but WebSphere locks you into the IBM
platform. If you use Tomcat or JBOSS your are 100% flexible and platform
neutral.

Correction time. WebSphere is not a thing of the past, and on
IBM i

included with your operating system license. Now, I would not
necessarily use full blown WebSphere when starting out with Web
Services.
There are many other options that the IBM i programmer will find
easier
to consume then doing the heavy lifting them selfs.
The Integrated Web Services (IWS) support is part of the IBM i
Services.supported on 7,1 and higher. Allows for SOAP or REST based web
