The CGIDEV2 service program will never end and cannot be replaced without
ending the QZSRCGI job. Since the CGIDEV2 service program holds the
HTML templates in memory changes may not take effect.

You will be able to end the QZSRCGI jobs without ending the entire server
that then will start new QZSRCGI jobs and new service programs.

Yes you need to run endtcpsvr to bring the program down.

However you may be able to replace the program without bringing the server
down - it all depends.
