I'd probably add a data area and use it to flag the program to turn on LR
should I ever want to cycle the program. Would be cleaner for me and
wouldn't affect other cgi programs.

I've always been able to just end single jobs, rather than having to do a
ENDTCPSVR.

Yes you need to run endtcpsvr to bring the program down.
However you may be able to replace the program without bringing the server
down - it all depends.
