that is not your problem - here you have a overview of a Apache environment.

Tier 2 can be replaced without shutting the program down - tier 3-5 requires
the QZSRCGI program to be closed down before changes takes effect.

Since HTML templates are store in memory in tier 3-5 setting on LR in tier
2 make not have any effect.

Yes you need to run endtcpsvr to bring the program down.

However you may be able to replace the program without bringing the server
down - it all depends.
