You need Ruby to compile Sass scss files into CSS using the Compass gem

Sencha has done a javascript nearly equivalent to Compass called Fashion.

Could you explain the rationale for Foundation needing version control
(Git), NodeJS, Ruby, along with a collection of developer tools? (CLI,
grunt, bower, etc.)
