Another suggestion: Don't authorize both QTMHHTTP and QTMHHTP1 to the same IFS directories/files when only one of them needs access.

I knew it had to be something simple I was missing!  The directory had
*PUBLIC *RW.  I added entries for the QTMH users to the directory itself
and sure enough it worked!
