Check that the CGI is correctly setting the MIME type for the file. Your config tells the server to do SSI processing for text/x-ssi-html and text/html so make sure the CGI indicates one of those values in the HTTP header or the HTTP_CONTENT_TYPE environment variable. Also make sure the directive is not overridden by another one later in the file.
