I don't see a "Flex licensing option".

Under:
1. Help => Manage License
2. Apply License

There are radio buttons to enable/disable "floating license enforcement".
Is that it?

A common error in 9.8 was visiting the Manage Licenses dialog. The
apply license would switch the type to Flex licensing.

Go back in and de-select the Flex licensing option, then the perm
license should show up.

We did ask the Licensing to fix this issue for 9.9.

If that doesn't help, please contact IBM support for further assistance.
