I don't see a "Flex licensing option".

Under:
1. Help => Manage License
2. Apply License

There are radio buttons to enable/disable "floating license enforcement".
Is that it?

A common error in 9.8 was visiting the Manage Licenses dialog. The apply
license would switch the type to Flex licensing.

Go back in and de-select the Flex licensing option, then the perm license
should show up.

We did ask the Licensing to fix this issue for 9.9.
