Installing the Activation Kit doesn't appear to be the problem. The OP is trying to get hold of the AK for RDi 9.8 in the first place, within Passport Advantage.

OK - PPA isn't the easiest website. So here some tips.

First go to PPA
-> https://www-112.ibm.com/software/howtobuy/passportadvantage/homepage/paocustomer

Next log in with you IBM Id

On the homepage click Software Download -> Download Software

I don't know if the pasted screenshot is coming through - if not "open" the item "IBM Rational Developer for i RPG and COBOL Tools" - there "open" the item "IBM Rational Developer for i RPG & COBOL Tools V9.8 Core Multiplatform Multilingual eAssembly (G07VDML)" - now look for "IBM Rational Developer for i RPG & COBOL Tools V9.8 Activation Kit Multiplatform Multilingual (M09Z9ML)" - that's the file you want.
