I talked to Eric and here is the bottom line.
IM looks up the license in the Windows Registry. That Registry is not on
your thumb drive.
So unfortunately you cannot have a self-contained and licensed RDi on a
thumb drive. Sadly this is also true of the Trial license, so you can't
even run it for 120 days off of the thumb drive.
I am disappointed as well. It really looks like your best chance is to
try to convince the contracting shop that installing RDi is safe.
I am surprised that they allow a thumb drive. You can install RDi off of
the thumb drive on to their system and not have to access the internet.
You could also bring in your own laptop.
But sadly a standalone thumb drive is not an option.
I hope you can work something out.

I tried both ways (from RDi and from IBM installation manager). Neither
of them gave me an option to install the key using laptop 2.
I guess I am going to accept defeat on this one. What a shame. I was
really hoping I could get it working and justify the purchase.
If anyone can figure out how to get it to work 100% from a thumb drive
so NOTHING is stored on my client's laptops, please let me know and I
will revisit the topic. Again, I will emphasize, I can't put ANYTHING
on the client's laptop...company policy and reason for dismissal. Also,
I do not have admin authority on the laptop to install it anyhow. My
only option is to install it to a removable device which can be plugged
into the laptop and will work AS IS.

I have been counselled that it is far better to start IBM
Installation
Manager from Windows, than to use the Help>Manage Licenses on Windows
as
the UAC can get you into trouble in some scenarios.
