It was many years ago that Jon Paris recommended Jing on one of these
lists. It's been running on my Win 7 32-bit machine ever since. I
just installed it on my home PC Win 10 64-bit and it works fine there
too.

it's great for annotating screen caps and for taking brief videos
(like you say, 10 seconds).
