As you know Darryl I am in a small shop. I pay for RDi. It is a business expense and worth every cent. The price is $200 per year (not the $1,000 you stated) after you have paid the $1,000 or so for the initial license.

There are at least two "RDi lite" alternatives available if you don't want to pay IBM. Liam Allan's is free (https://github.com/WorksOfBarry/ILEditor <https://github.com/WorksOfBarry/ILEditor>) and Micael Schmidt's MiWorkplace is about $40 (https://miworkplace.com/ <https://miworkplace.com/>).

Everyone and IBM wonder why nobody wants to pay for RDI especially small shops and individuals. Students coming out of college cannot afford to gain entry to the IBM i space.....

Microsoft has the visual studio that anyone can download and use. It does not have all the functionality but you can begin developing at a low cost.

RDi needs a similar offering. To grow the system, you need the college kids have free/cheap access to the IBM i.
