All true David, however it still takes resources to package, and support
that version.
Comparing to Microsoft's real development studio, and the payed versions of
Oracle's development platform RDi is competitive in price, although
Microsoft is ahead in developer productivity aids.
Since Liam's product is nearly what you want, I'm still inclined to let IBM
spend all of its resources on RDi full version.
When Orion can upate library/file source then it's really going to be
helpful. (if it can now I have not seen it)

The idea of a 'lite' version would be that it would be developed by IBM but
not include some of the features of the 'pro' version.
IBM wouldn't be wasting time or money by developing a lite version ... as
everything included in the lite version would also be in the pro version.
Since RDI is eclipse based, and almost entirely plug-in based, including
specific features is relatively easy.
