When I put the repo URL into my browser, it gives me:
Error 404: java.io.FileNotFoundException: SRVE0190E: File not found: /com.ibm.rational.developer.ibmi.v95
Is that normal?

Try
https://www.grc.com/fingerprints.htm ... if the signature present in the browser differs from the signature GRC's utility returns, there is a transparent proxy in play.
You could also ask your network admin.
NOTE: Fingerprinting a midrange.com site isn't a great idea, as the certificate changes every 90 days.
