It is not a URL intended for a browser. It is just used by Installation Manager. But, you can put /repository.xml on the end and then use it in a web browser to give you a valid file with information about the offering available.

e.g.
https://www.ibm.com/software/repositorymanager/com.ibm.rational.developer.ibmi.v95/repository.xml
