I don't think that the Java PTFs would affect this scenario. A network
trace from the PC side may net you some data to show why the connection is
being refused and by what..

Verify shows two 5761JV1 PTF's missing.
We bounce the debug server daily.
All we run locally is Windows Firewall. I've turned on logging of dropped
packets.

I would make sure that you don't have a security product on the PC blocking
access for the new version. Have you tried a Verify Connection... from 9.5
to see what it sez? Restarting the debug server may help too.
