Verify shows two 5761JV1 PTF's missing.
We bounce the debug server daily.
All we run locally is Windows Firewall. I've turned on logging of dropped packets.

I would make sure that you don't have a security product on the PC blocking access for the new version. Have you tried a Verify Connection... from 9.5 to see what it sez? Restarting the debug server may help too.
