RDPi doesn't require anything from RAD for its core functions. I think there might be one option that requires a Java environment (from RAD or RBD).

A little out of date (it was done nearly 12 whole months ago!), but this
is a good introduction to the whole Rational product suite as it
pertains to IBM i development:

What you need is the RDPi tooling, which you should be able to get for
the same price as a traditional seat of ADTS (the official name for PDM,
SEU and SDA). Provided the versions are compatible, you can then
install RDPi into the same workbench as RAD.

IBM also sells this combination (RDPi and RAD) specifically as a "soft
bundle" known as Power Tools for IBM i, but I was never able to get a
clear understanding of the licensing.
