Hi David,
I see what you mean.
If you want the outline view to remain visible while you work with as large
an editor as possible, it sound like you want to create a custom
perspective.
Simply close all the other views you don't want. Perhaps you want to move
the RSE view behind the Outline View on the top left. So now you are
looking at just the editor and the outline view. Then go to Windows->Save
Perspective As... and give your new perspective a name.
You can now switch between your perspective and any the RSE perspective.

I am not sure if I missed someone else already giving this
answer. But there is a short cut key to go to the outline
view with your editor maximized (or from wherever you are).
It is Ctrl-Shift-Q, O.
I.e. Hold down Ctrl, Shift and Q, (options pop up in bottom
left) let go, then hit O
Ctrl-Shift-Q does nothing when the editor window is maximised. If I hit
Ctrl-Shift-L the list says Quick Diff Toggle, whatever that means. Its
annoying to not be able to show the outline view. I have a fast view, but
as soon as I click in the editor again, it disappears.
