That is how a fast view works. You bring it up but it only stays up as
long as it is the focused view. Once you break focus it goes away. Its
working as intended. If you want it to be docked then you'll have to dock
it instead of having it as a fast view.

I am not sure if I missed someone else already giving this
answer. But there is a short cut key to go to the outline
view with your editor maximized (or from wherever you are).
It is Ctrl-Shift-Q, O.
I.e. Hold down Ctrl, Shift and Q, (options pop up in bottom
left) let go, then hit O

Ctrl-Shift-Q does nothing when the editor window is maximised. If I hit
Ctrl-Shift-L the list says Quick Diff Toggle, whatever that means. Its
annoying to not be able to show the outline view. I have a fast view, but
as soon as I click in the editor again, it disappears.
