This is the proper way to do it in Eclipse. It enables the user to keep control over their Eclipse installation and install plugins separately from the core Eclipse install.

What is the proper way to install a vendor plug-in to RDI 7.5?
Previously, on the Help menu, there was a 'Manage Configuration' sub
menu under 'Software Updates' . Then I would select 'Add an Extension
Location'. I found a link to 'Manage Configuration' in the Help so I
guess you can still use it, but maybe there is another way.
