I will work on officially reporting the bug.

FYI - The bug I found though is this:
1). On the Help menu I choose 'About IBM Rational Developer for i'
2). Press the Configuration Details button.
3). Press View Error Log.

I get this message
Windows-No Disk

Maybe it has to do with how I installed. I downloaded the install then made 2 CDs and installed from CD.

Well I just downloaded an installed the trial from
http://www.ibm.com/developerworks/downloads/r/rdi/?S_TACT=105AGX28&S_CMP=DLMAIN

You can select a language, but the languages are listed in Chinese. English is the 6th one down :)

I installed on an older machine instead of overlaying my existing install, not sure what I will do about the license yet. I upgraded to 7.5.02 using the Installation Manager.
I've noticed some bugs already, so I will stick with 7.1 for now.
