The launchpad's language selection will be checking the machine's locale in
order to determine what language to show initially. Maybe the machine does
not have an English locale. Regarding upgrading from 7.1 to 7.5, there is
no upgrade path from 7.1 to 7.5. The changes in the base Eclipse level
made that not possible. You can install 7.1 and 7.5 on the same machine in
separate package groups.
If you notice bugs, then please report them to IBM support so that they can
be addressed.

Well I just downloaded an installed the trial from
http://www.ibm.com/developerworks/downloads/r/rdi/?S_TACT=105AGX28&S_CMP=DLMAIN
You can select a language, but the languages are listed in Chinese.
English is the 6th one down :)
I installed on an older machine instead of overlaying my existing
install, not sure what I will do about the license yet. I upgraded to
7.5.02 using the Installation Manager.
I've noticed some bugs already, so I will stick with 7.1 for now.

From monitoring this list, I have seen people with a few complaints
about 7.5 and no one mentioned and new 'must have' features in 7.5, so I
will just stay on 7.1 for now.
If I am missing something great in 7.5, please let me know and I will
get back on the phone with my BP...
