Ok guys, so what do you do when you DO have a problem? Right now I have to
side with Mark. My workspace it down, I have a fair amount of time invested
in getting it configured, and even more at this point in attempting to
resolve. So let's say I start over, is this going to happen again? My
enthusiasm is a bit clouded.

In your workspace is a folder called RemoteSystemsConnections. That folder holds your RSE-related configuration files. Before I upgrade (say from 7.0.0.4 to 7.0.0.6) I make a copy of the complete workspace directory tree. Should I have a problem, I copy it back.

In your case, I'd try copying the RemoteSystemsConnections folder to your new workspace and see how it goes. Do remember to exit WDSC first!

I'm not remotely suggesting that it is a good thing to tinker with the internals like this, but when my car breaks down I don't worry so much about the theory that stuff ought not break. (All good analogies need a car!) If my car breaks often enough, I'll trade it in without question. Having said that, some people have an auto club membership. In the case of WDSC, that's software support. I'd make use of that resource if at all possible.

Reporting defects to Official IBM Support will force them to Make It Better. Discussing it here might get quick resolution from someone who's gone through it before, but it won't get _fixed._ If you can, call support. I'm not saying the IBMers who subscribe here will ignore things they see here, but their official work, handed down by their boss / support function must take priority.
