I think that's a poor excuse (not for the poor developer who's stuck with
an outdated PC, but from the management that refuses to look at upgrading
the equipment). I sit here typing on a 1.8GHz Core Duo with 2 GB of RAM
and a 160GB SATA hard drive. The cost to my organization? It was less
than $400. It took the PC technician who put it together about 15 minutes
to assemble it and then the usual time to install OS and applications.
Using the IBM Packaging Utility, I can install a fully updated WDSC
version 7 in no more than an hour-and-a-half. That's if I'm not fully
dedicated to the task. (The archives contain a reference as to how to
script it for silent install. I haven't gone that far. At least not
yet--we don't have that many machines.)
As to it starting up, I think it takes my PC about 65 seconds from hitting
the power switch until I'm ready to start editing in the workbench.
