As far as I can tell the IBM JVM is only available bundled with a product, unless you have an IBM PC.

I tried some time ago downloading the IBM Development Package for Eclipse which should be Eclipse bundled with the IBM JVM (runtime), but it crashed all the time. It appears that a newer bundle is available for download, in case anybody wants to try.
