I thought I should clarify how the RSE works:

Opening & Saving from RSE tree view:
When opening a file (local or remote, member or IFS) through the RSE, a
copy is made into the RemoteSystemsTempFiles directory.
If a temp copy is already there, then the date it was saved is compared
against the remote copy when opening.  If the file was changed on the
remote (or local) host, then the temp copy is refreshed with the latest
prior to opening.
When Saving, changes are first saved to the temp file, and then sent to the
host.

Now there are a couple situations which are slightly different:
1. Files/members left open when shutting down and restarting.
In this scenario, when you restart, the temp file is reopened directly by
eclipse.  No locks are made, and dates are not checked.  If you make
changes to your file and try to save, the save operation will verify
whether or not the file has been changed on the host, and present you with
the Save conflict dialog in this scenario (I've mentioned how this works in
another post).

2. Files opened from the File menu.
Again, this is a case where eclipse goes directly to the temp file without
locking or checking the remote file.  But again, when saving, the remote
file change date should be checked and the Save conflict dialog presented
when a conflict occurs.

If you are not receiving the Save conflict dialog for scenarios 1 & 2, then
please contact IBM support for assistance, as the problem cannot be
trivially solved via the mailing list.
