I don't think I'd call that a processor recommendation exactly. The website says "Cloudscape has been tested on the following platforms." Windows 2000 <various JDKs> Intel-based PC. So the test platform was "Intel-based" PC, not sure if you can take that to mean that IBM recommends an Intel Pentium 4 CPU over an AMD Athlon 64 CPU. "Intel-based" doesn't tell you much. Is that a x86-32, x86-64, Itanium, or Itanium 2 Intel CPU? I usually see "Intel-based" to mean an x86 processor, which would cover x86-32 and x86-64 from Intel or AMD. But, out of curiosity, I posted a message to the cloudscape forum to see if IBM really recommends and Intel processor for cloudscape. As far as Intel dual core notebooks, the are working on them AFAIK. But I don't believe that Intel is close to shipping them yet.
