Vern is correct. Key combinations are in high demand and there are not many of them! We do the best we can and only change if we have to. Eclipse is very customizable. I think you can specify your own key combinations from the Workbench>Keys preference page. "Inspect" is likely to be an Eclipse function, not a WDSC function. The Eclipse developers generally are not concerned with the keyboard shortcuts used by the apps that build on it, probably the same for the Rational developers. This is one of the problems with this layered open source approach - OS is a good thing IMO, mind you, but not easily managed.
