Have you tried setting a Service Entry Point instead? 

In RSE ,ight click on the *pgm object and select Debug(Service Entry) and 
select Set Service Entry Point. You may be prompted with an iSeries Debug 
Message indicating the debug server has not been started yet. If you get 
this do a right click on iSeries Objects, select Remote Servers --> Debug 
--> Start.

Once that is done just right click on the *pgm as described above to set 
the service entry point. Then start the program from a green screen and 
the debug perspective should appear automagically. (BTW - this method 
works for both interactive and batch programs.)

Debug via Service Entry Points is now my preferred method to initiate a 
debug session.
