We use Formscape here and their "archive" module DocsOnline. Although you can set Formscape up to automatically fax through Zetafax (which we also have), we send the invoices & purchase orders to DocsOnline, then allow the users to bring them up as PDFs through their web browser, and Print-to-Fax. This gives them greater control of where and when the documents are going, and they can add notes on the coverpage if they need to.
