1. It'd certainly affect the issue as it would affect the TCO of the current
system (see 2).

3. I would neither recommend or disuade.  Most ERP systems have caveats; i'd
try and present both sides as they affect me, and leave the company to make
up their own minds.  There's a lot I like in system 21, there are also a
fair few annoyances.
I might enquire if they had had contact with any third party companies
regarding mods/support though.

I think a lot of people have maybe not responded to this issue as they are
busy digging in filing cabinets to see what their bit of paper says...
