Ok Brad. For now, I am planning to use the URL_ENCODE and URL_DECODE
functions, so no JVM is required for this. But I will keep this info in
mind and in the future will use the JVM-related functions accordingly.

To my understanding many systools functions are java based - look at the
joblog after running one of these functions and see if a jvm is started.
The overhead is worst at the first call but java is in general slower
anyway.
