Yes the JVM has started, I am able to see my job listed under
DSPJVMJOB/WRKJVMJOB.

For the very first time execution, it is taking 9 milliseconds to 10
milliseconds, after this for every following execution it is taking 3
milliseconds to 6 milliseconds.

Could you please guide me to understand why the IBMi-provided function
is taking more time to process? Also, am I missing something in the SQL
statement which is causing the delay?

To my understanding many systools functions are java based - look at the
joblog after running one of these functions and see if a jvm is started.
The overhead is worst at the first call but java is in general slower
anyway.
