I can't state this with certainty, but I vaguely recall reading about a workaround to avoid the exclusive allocate:
DELETE * FROM TABLEA WHERE 1=1

I have found that when I have tried a DELETE * From TABLEA. That TABLEA needs to be exclusively allocated (or at least not in use)

I'd think TRUNCATE TABLE would do a CLRPFM. DELETE FROM seems to be a set operation (which doesn't exclude a set including all records). Check the journal receiver and you'll get your answer.
