From an RPG application using the OS provided by GSKit...nope...

Possibly from PASE or a Java application...maybe I suppose.

My understanding is that IBM had to make significant changes to the OS code
in order to support TLS 1.3 and future, so it is only available at later OS
levels. But I can't find a reference for that.
