We had an issue with a vendor using RCLACTGRP *ELIGIBLE in their code once and when they were unable to figure out how to remove it we had to come up with an alternative.
To resolve it I ended up writing an Exit Program for RCLACTGRP and set with QIBM_QCA_CHG_COMMAND.
The program passes through any calls with specific activation groups, and captures any *ELIGIBLE calls to RCLACTGRP.
I use QWVOLAGP and then process the list of List of Activation Groups so I can run the reclaim on each one specifically.
That way I can omit all of our named activation groups. This works since our named groups generally all have known character prefixes.
That might work for you if you were unable to change all the programs.
Although you would need to know the name of the activation group.
The exit program resides in our own system library ahead of QSYS.

rid of this. Another developer found 35 programs that have it, put there
by a now-retired guy, so far as I know.
