The docs for CMPNV state that it will "Assign a value to each of the indicator operands (indicator form)." in other words all of the indicators receive a new value - but it might be the same value that was there before.
I am SO happy we got rid of that horrible crap in RPG IV. It will however remain a mystery to me as to why those programs still exist - let alone get maintained rather than converted!
