We have used PDFLIB

It's available for lots of different environments, including RPG on IBM
i. It provides service programs, and you generate the PDF by calling
subprocedures... there is no spooled file. It is a commercial
product, and does require getting past a learning curve to become
familiar with, but it works really well.
