From scratch? From a spooled file?

If it's from a spooled file you can check out SPLTOOL at
https://www.bvstools.com/spltool.html. Although IBM has also added that
feature after many years as well if you're up on OS versions. But it's not
yet as configurable either... maybe one day.

If it's "from scratch" then most any Java applications can be used. Just
be sure to check out the EUL for the product. A lot aren't just use for
free anymore, especially for business applications (ie, non personal).
