Because he's using ACTGRP(*CALLER) and calling it from an OPM program which
of course runs in the DFTACTGRP.

There's a difference in run-time behavior between
ILE program with DFTACTGRP(*YES) running the the DFTACTGRP
ILE program with DFTACTGRP(*NO) ACTGRP(*CALLER) running in the DFTACTGRP.
