The only thing which comes to mind at the moment would be calling a
program with *NEW activation group that returns with LR off.

I've never done it, but I think the activation group will be destroyed
regardless of whether LR is on or off, so speaking very generally the
effect would be that of LR being on (but with a big performance hit on
repeated calls because of creating and destroying an activation group
every time).
