Budget? We don't need no stinking budget!

Most of my time is spent on maintenance or generating reports for users/customers. As I have said/indicated before, I work in a small shop, and I am the only IBM i programmer here so I do get to set my own standards for the most part. Training/educational budgets do not exist either. When I go to COMMON, which has not happened in a few years, or buy books, it comes out of my pocket. I do have the additional luxuries of being single (thanks to all of the ladies who said "No") and the house is paid for so I have more personal funds available for these than others might.

But I have never been discouraged by anyone from writing ILE RPG code or converting to /free-format (my boss, the VB guy, actually likes that). The only "discouragement" is time constraints, as you pointed out, Nathan. Perhaps because there is no formal budget, I can gradually nudge them into the 21st century (the first subfile confused and, then, pleased them - really).

Budgets are probably (or may) not be the primary obstacle to adopting new things. I do not have to deal with politics when it comes to things like that; I have worked at other companies where politics was a hindrance. It is easier to drag one person (me) along than a whole programming staff.
