Yes - but it is very simplistic and in my opinion a waste of time (in
other words I hope they never waste the resource to add it to RPG).
For example you can only create elements - not attributes. SO the
vast majority of XML generated will require a transform to be useful.
I have used CGIDEV2 as a templating system for creating XML documents
and it works very well. There are several articles out there on the
subject you can find one of mine here:
