Have the trigger store the update into a data queue. Then the data queue
reader program will process them one at a time. Should fix your problem.

Then again you may want to "normalize" your data a bit more. If your data
looks like this
MBRSHIP - Membership file
MBR#
Program#
MbrAddress...

Then you may want to bust it up to two (or more) files
MBRSHIP - Membership file
MBR#
Program #

MAINMBR - main member file
MBR#
MbrAddress...
