Rory, I'm not sure if we're great minds or fools, but I was thinking something similar. Where you have

D Chars
C 'ABCDEFGHIJKLMNOPQRSTUVWXYZ0123456789'

I'd use:

D DS
D chars 36A inz('ABCDEFGHIJKLMNOPQRSTUVWXYZ01234+
D 56789')
D charList 1A dim(%len(chars))
D overlay(chars)

and change
Char(x) = %subst( Chars : p + 1 : 1 );
and
> Char(x) = %subst( Chars : 1 : 1 );

to
Char(x) = charList(p+1);
and
Char(x) = charList(1);

Also, I think Peter wanted to start with 0 instead of A, so the digits should be moved to the front of the chars string.
