Ah, but isn't it better to implement a "FOR construct with a LEAVE" by using an actual FOR construct, with an actual LEAVE, rather than by faking them with other constructs?

Not by a long shot. I've *heard* of (and in some cases *seen* sample source code in) Forth, SNOBOL, JOSS, JOVIAL, PROLOG, APL, and ALGOL-60, among others, but I've never written so much as a line of code in them.
