We had the same problem recently, with the same error.
Ours was due to somebody (the proverbial somebody) moving a service program
from one binding directory to another.
This was rectified by including the new binding directory in the H specs.

Ok so I go to the Joblog, like it says, and I see:

Unfortunately, there are no previously listed messages except the job
submitted message.  So, what's the problem??  The only thing I noticed is
that while the job was sitting on the qbatch subsystem, it was in LCKW

state

and I can't figure out why and neither the joblog or listing want to give

me

any helpful information.
