I realize I could just pass a string but I wanted to have the flexibility to 
change the length of the string in the future without recompiing the calling 
program. It doesnt' need to know what is in the string, it just needs to pass 
it to other programss.

No - ILE programs only "pretend" to release their storage when LR is set on
- unlike OPM programs which do indeed release memory.  But I would still
consider it a very risky approach.  It will work as long as the program that
"owns" the storage is a) An ILE program and b) running in the same AG as the
program using the pointer.

Why do you want to do it this way?
